Since 2020 the ABA has approved online programs that deliver at least nine synchronous legal specialty credits, so distance study is no longer a barrier.
Choosing a paralegal program is one of the bigger decisions you will make about your career, and the money and time involved make it worth getting right. You want training that employers in your area actually recognize.
Some colleges put ABA approval front and center. Plenty of others never mention it. Is it worth hunting down an approved program, or can you build a strong career without one? The honest answer depends on where you plan to work and what kind of credential you need. Here is what the approval actually covers, what it does not, and every approved program in the country organized by state.
Understanding ABA Approval for Paralegal Programs
The American Bar Association has shaped legal education in the United States since 1952, when the Council of the ABA Section of Legal Education and Admissions to the Bar began accrediting Juris Doctor programs. Every US jurisdiction treats an ABA-approved law school as satisfying the prerequisites for the bar exam, and in many states it is the only route.
When the ABA’s Standing Committee on Paralegals started approving paralegal programs in 1975, plenty of people assumed the same thing would happen. It did not. Paralegal education grew up differently, and approval became a useful marker of quality rather than a gatekeeper.
The Current Approval Landscape
This page covers 220 ABA-approved paralegal programs, compiled from the ABA in September 2026. That is a minority of the paralegal programs operating in the United States, and the reason is rarely quality. Most schools simply never applied.
Several things keep schools away from the process:
- The application and evaluation cycle is long and document-heavy, and a program must already have two years of graduates before it can even apply
- Initial approval plus annual maintenance fees run to several thousand dollars, and that cost tends to reach students through tuition
- Programs must be at least 60 semester hours, which rules out shorter formats some schools prefer to offer
- Many institutions judge that their own name and institutional accreditation carry more weight locally than an ABA seal
That last point is not speculation. Boston University’s paralegal program tells prospective students on its own site that employers weigh the university’s reputation and its Paralegal Studies Program above an approval credential that is “obtained for a fee.” The program also states that its coursework carries no scheduled lectures, which is the more concrete reason it cannot be approved. A course with no live sessions cannot meet the synchronous requirement described in the next section, whatever anyone makes of the fee.
What ABA Approval Actually Means
Approval means a program has been through a documented review against published standards and passed. The ABA describes the process as having produced superior paralegal education programs, and the review is genuinely demanding: curriculum design, faculty credentials, institutional finances, library and technology resources, student services, and program administration all get examined.
What approval does not mean is a license, a legal requirement, or a guarantee of employment. It is a quality signal, and a strong one, sitting on top of the institutional accreditation the school already holds.
Types of Programs Eligible for ABA Approval
Community colleges, four-year public universities, private colleges, law schools, and career institutions all appear on the approved list. Paralegal degree and certificate programs can be structured as:
- Associate degrees in paralegal or legal studies, including Associate of Arts, Associate of Science, Associate of Applied Science, and Associate of Applied Business formats
- Bachelor’s degrees in paralegal or legal studies
- Post-degree certificates for students who already hold an associate or bachelor’s degree
- Certificates taken concurrently with a degree, often as a minor
- Graduate certificates and master’s degrees for practicing paralegals moving into advanced or specialised work
- Joint bachelor’s and master’s pathways at a handful of universities
Entry-level undergraduate certificates are the notable absence. The ABA requires at least 60 semester hours including 18 credits of general education and 18 credits of legal specialty coursework, and a standalone short certificate cannot reach that. Programs using quarter credits meet equivalent thresholds instead. The reasoning is that general education is what makes a paralegal able to write, analyze, and adapt across practice areas.
Short-term and stackable certificates of fewer than 18 legal specialty credits can still be offered by an approved school, but they are not approved program options and the school must say so in its materials. If a program you are considering is marketed alongside an approved one, ask which category it falls into.
Requirements for ABA Approval
The process runs roughly like this:
- The program must have operated for at least two years with a record of successful graduates
- The school submits detailed self-evaluation reports documenting compliance with every applicable guideline
- Curriculum documentation covers each legal specialty course and the practical skills it develops
- Faculty credentials are reviewed individually
- An advisory committee must exist and must include practicing lawyers and paralegals
- An on-site evaluation team visits the paralegal department and the wider institution
Approval then runs on a seven-year cycle, and programs go through re-evaluation to keep it. A program can also be placed under sanction between cycles, which is why verifying current status with the school matters more than trusting any directory, including this one.
ABA-Approved Online Paralegal Programs
This is the single most misunderstood part of ABA approval, and older guidance across the web still gets it wrong. The ABA does approve online paralegal programs.
The rule changed effective January 1, 2020, when the ABA Approval Commission amended its guidelines to recognize synchronous online instruction as equivalent to classroom time. A program delivered entirely by video conference can qualify. What it must include is at least nine semester credits of legal specialty coursework delivered synchronously, meaning scheduled live sessions with real-time interaction between instructor and students and among students themselves. The quarter-credit equivalent is 13.5 credits.
The practical consequence for you is that “100 percent online” and “self-paced” are not the same thing. An approved online program will require you to log in at set times for part of your legal specialty coursework. If a program advertises full asynchronous flexibility and ABA approval together, that combination is not possible and the claim needs checking.
Thirty-five of the 220 institutions listed below record an online option, spanning every institution type and most regions. They include Phoenix College, California State University East Bay, Clayton State University, Columbus State Community College, the Community College of Baltimore County, Duquesne University, Edmonds College, Johnson County Community College, Louisiana State University, Loyola University Chicago, Madison College, National University, the University of Oklahoma Law Center, St Petersburg College, the University of Cincinnati, and UCLA Extension.
Read that flag carefully, because it is the thing most likely to cost you money. Approval attaches to a specific program at an institution, not to every format that institution offers. A school can hold ABA approval for its on-campus certificate while running a separate online track that carries no approval at all. The directory flag records only that an online option exists somewhere at the school. It does not tell you which track the approval covers.
Nova Southeastern University, listed under Florida below, is exactly this case. Its paralegal certificate is genuinely ABA-approved, and the school publishes a separate 30-credit online sequence as a non-ABA track. Anyone reading the approval and the online availability as a single fact would enroll in the wrong one. Before you apply anywhere, ask the program directly which track holds the approval and get the answer in writing.
One school illustrates how much the 2020 change mattered. The Center for Advanced Legal Studies in Houston held ABA approval for nearly 15 years, then withdrew voluntarily in 2012 specifically so it could teach entirely online, because the guidelines at that time did not count synchronous classroom technology. It regained approval in February 2026 without abandoning online delivery. If you were told years ago that going online meant giving up approval, that trade-off no longer exists.

Benefits and Limitations of ABA Approval
What an Approved Program Guarantees
Choose an approved program and several things are contractually assured rather than promised:
- Advisory committee oversight. Every approved program operates under a committee including practicing lawyers and paralegals from both public and private practice, which keeps coursework tied to what legal employers currently need
- Transferable structure. Programs must be built so students can continue to higher levels of education, and many maintain articulation agreements with partner institutions
- A defined legal specialty core. Legal research, litigation, and legal writing courses must emphasize practical skills, with business, legal technology, and internship coursework encouraged alongside
- Reviewed faculty. Instructor credentials are examined individually against published standards
- Required student services. Career counselling, orientation that gives a realistic picture of the profession and its job market, academic planning, and employment placement support are all mandatory
What Approval Does Not Cover
Approval has real limits, and they matter for some students more than others:
- No entry-level certificates. A standalone undergraduate certificate cannot be approved because it cannot reach 60 semester hours. In parts of the country where a short certificate is the standard entry credential, that gap is a practical problem rather than a quality one
- No asynchronous-only study. Online is approvable, fully self-paced is not, because of the nine synchronous credit requirement
- Uneven geography. Seven states have no approved program based in them at all, and single-program states include Arkansas, Hawaii, Kansas, Nevada, New Hampshire, Oregon, Rhode Island, South Dakota, Utah, and Wyoming
- No guarantee about cost or outcomes. Approval reviews inputs and process, not tuition, graduation rates, or placement results. You still have to ask about those separately

Employer Perspectives on ABA Approval
Ask working paralegals whether approval matters and the answers split along geography and employer type. Large firms in major metropolitan areas and many federal government positions either require or clearly prefer graduates of approved programs. In smaller markets, state courts, and corporate legal departments, job postings often do not mention the ABA at all, and thousands of paralegals build full careers without it.
Some state paralegal associations recommend that employers give preference to approved-program graduates. Others focus their guidance on skills, technology proficiency, and experience. The only reliable way to know which pattern applies to you is local research, so read a month of job postings in your target market and call your state paralegal association before you enroll anywhere.
Two states make the calculation more concrete. California’s Business and Professions Code section 6450 sets out the education required to use the paralegal title, and completing an ABA-approved program satisfies it directly. North Carolina’s Board of Paralegal Certification automatically designates every ABA-approved program a qualified paralegal studies program, and does so retroactively to two years before approval was granted. That satisfies the education component of the voluntary North Carolina Certified Paralegal credential. It is not automatic certification. Applicants must still be legal US residents, meet the board’s current eligibility criteria, and pass its written examination. Worth knowing if you are studying remotely: the board will not designate a program that can be completed entirely without live, real-time instruction, which tracks the ABA’s own synchronous requirement.
Program Approval Is Not Institutional Accreditation
These get conflated constantly and they are different things. Institutional accreditation applies to the whole school and is the baseline test of quality, handled by agencies recognized by the US Department of Education:
- Middle States Commission on Higher Education
- New England Commission of Higher Education
- Higher Learning Commission
- Northwest Commission on Colleges and Universities
- Southern Association of Colleges and Schools Commission on Colleges
- WASC Senior College and University Commission
- Accrediting Commission of Career Schools and Colleges
- Council on Occupational Education
ABA approval applies only to the paralegal program, not the institution. Because approved programs sit inside accredited schools, approval works as a second layer on top of the first. Institutional accreditation is also what governs whether your credits transfer and whether you qualify for federal financial aid, which makes it the more consequential of the two to verify.
What Strong Programs Share, Approved or Not
A few markers hold regardless of approval status, and they are worth checking on every program you shortlist.
Faculty who practice. Look for licensed attorneys and working paralegals teaching the legal specialty courses. Someone who spent last week in a document review or a filing deadline teaches differently from someone working only from a textbook.
Graduation and placement numbers. Ask how many students started the program three years ago, how many finished, and what share found legal work within a year. A program confident in its outcomes will answer. Vagueness is itself information.
Real student support. Resume help, internship placement, employer relationships, and financial aid advising vary enormously between schools. Approved programs must provide these. Non-approved programs may provide them just as well, but you have to ask.
Technology that matches the job. Legal research platforms, e-discovery tools, case management software, and document automation are daily work now. A curriculum that has not been updated for them will leave a gap you feel in your first month.
A format you can actually complete. The strongest program on paper is worthless if its schedule does not fit your job or your family. Part-time, evening, hybrid, and synchronous online options all exist among approved programs.

Verify current details directly with any school before you apply, and check the ABA’s own directory if a listing here looks out of date.
